Philosophy
The overarching philosophy of Citizen is to play with ethical excellence. Soft Rules of Engagement (RoE) are our protocol. In other words, play this war game honorably.
Some examples of that are:
Zero Node warnings to an opponent prior to attack.
Not attacking a Zero Node unless the system is otherwise full.
Warning prior to a base raid knock.
Never attacking for revenge!
Always using private chat to address an attacker after a hit outside the definition of the RoE rules.
Let Floaters float and Miners mine.
Just because you CAN attack doesn't mean you should.
It's obvious that Scopely never does anything for free. We encourage you to follow that exmple:
No Loot, No Shoot.
If there's no profit to be made, why attack? If you scan a potential target and only see a rewards box, they are UPC (Under the Protected Limit of the cargo hold).
If you see a box and treasure (ore, gas, crystal, etc), the target is a valid OPC (Over the Protected Limit).
If you experience repeated out-of-RoE attacks from a player and your chats go unheeded or fail to provide a solution, save a screenshot of your battle log.
Report the incident to Kepler18 (Diplomacy) AND (if you wish) post that shot on Server 88 Discord in the new RoE Violations area.
Ranking
Commodores lead this group. They are our mentors and teachers. They choose members for promotion based on merit and character. Two Commodores must agree to any promotion to a position lower than their own rank.
Promotions: Two Commodores must agree to upgrade a candidate to Premier or Operative. The Admiral and the XO must agree to upgrade a candidate to Commodore.
Promotions to Commodore are granted by XO or the Admiral and are based on merit, participation, and valued service to the alliance. Rank is the mark of distinction of service to and experience within the Alliance.
Armada rules

Once an Armada starts that you’d like to play in is announced , call IN, OMW, or DINI (default if no interest)* to let the leader know who’s interested.
Head that way and, once in the battle circle (The Octagon), “Flag and Tag” (click the flag and JOIN). - Leader will acknowledge each check-in and call “Full” or “Full @ (playername)” , assign alternates, and star the final fight roster. Leader has final say over who fights.

To win, player team aggregate needs to be over 51% of the enemies’ power level.
Players are protected from PvP if they are in the circle. Hostiles, however, can still attack you. - Leader can cancel the armada by being outside the circle when the timer runs out. Better to cancel than suffer an expensive loss.
- Leader and one random player gets loot. Check your Inbox after the round for rewards.

DINI * lets the leader know an alternate is available in case a player is destroyed by a hostile or drops offline. DINIs should remain outside the circle until called in.
